Bill Gallagher is a Strategist in the minefield of Indigenous, government, corporate relations and an authority on the rise of Indigenous empowerment in Canada’s resources sector. Published Resource Rulers; Fortune and Folly on Canada’s Road to Resources at 150 native legal wins, and Resource Reckoning; a Strategist’s Guide at 250 legal wins. Preparing to publish Resource Requiem (currently at 350 legal wins). How and why the rise of Indigenous empowerment boasts the most significant win streak in Canadian legal history; with cause-and-effect linkages and lessons learned in terms of project strategies and consequences.
Defused native logging tensions in New Brunswick’s ‘War in the Woods’; oil patch eco-terrorism in Alberta; helped guide Inco’s Voisey’s Bay impact benefits agreements to successful conclusion (still the most complex resource dispute). Previous career as corporate lawyer in Calgary, energy regulator in Ottawa and offshore petroleum boards, devolution negotiator in the Territories, federal treaty negotiator on the prairies (#s 1- 5). Advanced major projects for ‘blue chip’ clients in all regions of the country from mine development, transmission lines, forest management, to integrated resource outcomes. In 2010 attended Matawa’s rollout of Interim Minerals Measures Process, 2012 lectured at Nishnawbe-Aski Development Fund’s symposium in Thunder Bay re the new Mining Act / Far North Act.
